In March 2022, a U.S. citizen residing in Tijuana, identified as Jorge Luis Cabrera, was reportedly beaten to death by local police officers. The victim’s family alleges that multiple officers tortured him—videos obtained by media showed him hanging from a police truck by his feet while being struck and kicked. His brother told reporters: “They beat my brother and he told them to stop… it was them that were extreme.”
Despite the violent allegations and the footage circulating, local authorities remain free and have not been publicly charged at the time of the reporting. The case has raised serious concerns about police brutality and due-process in Baja California, particularly when foreign nationals are involved. The family is pressing for accountability, saying they fear a cover-up and demanding transparency in the investigation.
