How Do We Make a Difference When the System Feels Broken?

I asked Des Taylor, and his answer wasn't the one I expected.   Des has seen over 3,000 cases in the last nine years, so when he tells me the biggest winner is the local housing authority, I listen. He walks me through why. With Section 21 gone from 1 May 2026, far fewer people join the council's housing list, and councils now have 16 offences they can fine landlords for without going anywhere near a court. And the money raised through enforcement, he says, can only be spent on more enforcement.   I pushed back, because I've always seen the Act as our chance to professionalise and run better businesses. I shared what licensing felt like in Liverpool, where the good landlords paid the fee and the ones causing the problems never put their heads above the parapet. Des agrees on professionalising, and there is some good news in here: standards are finally being set. We get into how a house becomes an HMO overnight when a tenant lets a friend move in, why he won't trust AI with housing law, and his idea of star ratings for landlords and tenants, the way we already rate sandwich shops.   Des Taylor is co-founder of Landlord Licensing & Defence, where he defends landlords and letting agents against civil financial penalties and rent repayment orders. Guess which one we keep choosing.   I asked Rob Stewart what he would say to Andy Burnham if he had three things and a room to say them in. He gave me one thing with ten points in it, called it creative accounting, and talked me through the first three anyway: skills, the high street, and incentives.   What I liked is that he starts by agreeing. Fix housing, fix the high street, fix trade skills, he thinks that diagnosis is right and says so. Where he parts company is the route: he wants the rulebook ripped up, real partnership between the state and the private sector instead of one side doing it alone. We get into why small firms stopped taking apprentices, what he would do with the empty Argos in the middle of Chester, and the thirteen flats in Ellesmere Port where a £50,000 grant paid for itself in about three years.   I brought my own soapbox too. A radical overhaul of education, because I don't think three years and a pile of fees prepares anyone for the world they graduate into. Pedestrianised high streets, because I've seen what that does to a town in Slovakia. And responsibility, enough and contribution, which is where I always end up.   Rob Stewart is an ex-RAF fighter pilot turned property developer, with around fifteen years in brownfield regeneration, converting commercial buildings into homes across the Midlands and the North. He self-manages a portfolio spanning HMOs, mixed-use, commercial and residential property, ran a scaffolding company with twenty scaffolders on the books, and wrote the book Property Unicorns. Has the health service got any better? Is the education system more fit for purpose? Have the potholes got any shallower?   I recorded a version of this episode at the start of the year and never released it. Six months on I have re-recorded it, because I think it is something you need to hear. This one is not scripted. It is a plea. I have spent the whole of this year asking you to ask better questions, and this is me turning the question on myself: how does one person make any difference to a system that feels broken? I talk about why voting for a different party keeps giving us a different shade of icing on the same cake, why I think we have abdicated responsibility for our own finances and our own communities, and what happened when I stopped worrying about climate change and started a Facebook group called Englefield Garden Greenies that ran for three years. I come back to the talk I gave in 2015 on responsibility, enough and contribution, and to a night drive through Cuba that changed what the word enough means to me.   Then I ask you for something.
