Prime Minister Mark Carney and Alberta Premier Danielle Smith have signed an agreement that sets the framework for building a new pipeline, carrying bitumen to the west coast. Last week, the FBI and the RCMP announced 10 new arrests in connection with a $1-billion drug-trafficking ring allegedly run by Canadian former Olympic snowboarder Ryan Wedding.
