The Sinaloa Cartel has evolved from a Mexican drug-trafficking organization into a sprawling international criminal enterprise with operations and partnerships extending across North America, South America, Europe, Africa, Asia and Australia. Under the leadership of Joaquín “El Chapo” Guzmán, Ismael “El Mayo” Zambada and their successors, the cartel developed an international network of suppliers, smugglers, distributors and money launderers capable of moving enormous quantities of cocaine, methamphetamine, fentanyl and other narcotics across continents. The DEA has investigated Sinaloa Cartel operations in at least 40 countries, while identifying tens of thousands of members, associates and facilitators operating worldwide. In Europe, the organization has established connections with Italian, Albanian, Dutch, Spanish and Irish criminal networks, using existing smuggling infrastructure to move drugs into lucrative markets. Its reach into Ireland has become particularly apparent through connections with Irish organized crime, including reported links to the Kinahan organization. The extent of that international reach was demonstrated in February 2024, when Irish authorities seized 546 kilograms of crystal methamphetamine worth approximately €32.8 million at the Port of Cork. Investigators linked the shipment to an Irish criminal organization with connections to the Sinaloa Cartel, with the drugs having arrived from Mexico and being prepared for shipment to Australia.
Australia and New Zealand have become especially attractive destinations for the Sinaloa Cartel because cocaine and methamphetamine command significantly higher prices than in North American and European markets. Rather than attempting to establish complete control over local distribution, the cartel has developed relationships with established criminal organizations, including outlaw motorcycle gangs, while using international shipping routes and intermediaries to transport drugs across the Pacific. A joint intelligence assessment by American, Australian and New Zealand law-enforcement agencies identified the Sinaloa Cartel and the Jalisco New Generation Cartel as major organizations expanding into the region, with cartel associates temporarily operating inside Australia and New Zealand to coordinate shipments. The organization has also expanded its methamphetamine production and distribution networks into parts of Europe and Africa, while maintaining relationships with Asian criminal groups involved in supplying precursor chemicals and laundering drug proceeds. This international expansion has allowed the Sinaloa Cartel to diversify its revenue streams and reduce its dependence on the American market, making the organization substantially more difficult to dismantle. Despite the arrests of major leaders, the seizure of billions of dollars in narcotics and years of coordinated international investigations, Sinaloa’s decentralized structure and relationships with established criminal networks have allowed its trafficking operations to endure across multiple continents.
