But the Tazewell Circuit Court just ruled the referendum unconstitutional on two grounds: the ballot language was utterly misleading and the legislature’s vote to place it on the ballot violated state law. The judge issued an injunction blocking certification and denied a stay, with a final order forthcoming and immediate appeal expected to the Virginia Supreme Court.
