She then attended Duke University for medical school and earned a Master in Public Policy degree from the Harvard Kennedy School of Government. Dr. Dowling completed residency training in Emergency Medicine at the University of Maryland in Baltimore. Aisha T. Terry, MD, MPH, FACEP is an Associate Professor of Emergency Medicine and Health Policy at the George Washington University School of Medicine and Milken Institute School of Public Health in Washington, DC.
