Systems do not skip rounds, falsify logs, ignore cellmate requirements, or leave one of the most high-profile detainees in federal custody alone in a cell after an earlier incident. Tova Noel’s congressional testimony painted her as undertrained, overworked, and shaped by the dysfunctional culture inside MCC New York, but that does not erase the fact that she and Michael Thomas were assigned to watch Epstein and failed to carry out the checks that might have changed what happened.
