Recreation fees – A 15% surcharge applies to non-residents using high-demand recreation programs and facility rentals, helping ensure fair access for Kingston taxpayers. K-Town Countdown – Free public skating at the INVISTA Centre on New Year's Eve from 5 to 9 p.m., including a sensory-friendly skate with dim lighting and no music.
