First off: A Bar on Peacekeeping Operations: National military, police, or state security forces that are repeatedly listed are prohibited from participating in United Nations peacekeeping operations.Secondly it is more of a shaming tactic. While the listing itself is a public censure, it establishes a formal UN monitoring framework that increases the likelihood of targeted UN Security Council sanctions, arms embargos, or investigations by the International Criminal Court.
