Rwanda scheme: Is it driving migrants to Ireland?

The Irish government has blamed the Rwanda policy for the rise in migrants arriving from Northern Ireland. Meanwhile Rishi Sunak, has claimed this as evidence his plan is working. Does the Irish government have a right to send migrants back to the UK? Has the UK government ‘lost’ asylum seekers?
