Utah's Senate Bill 113 would restrict animal enterprises and would mean the rollback of a local ban on the carriage horse trade in Salt Lake City. The state bigfooting the locals? It's a unique anti-animal rights strategy grassroots activists are fighting in Utah. PETA's Amy Meyer talks to Emil Guillermo and warns how if the anti-animal strategy wins in Utah, it could easily spread to other states.
