War, and the threat of war, spurs governments to invest in secret military technologies and weapons. Imperial Japan, ahead of the Second World War, was no exception. After the First World War, Japan set up the Noborito Research Institute: a division of scientists and technicians to invest in overt and clandestine warfare. Stephen Mercado dives into this history in his new book Japanese Spy Gear and Special Weapons: How Noborito’s Scientists and Technicians Served in the Second World War and the Cold War (Pen & Sword Books: 2025). At Noborito, Japanese scientists researched fanciful weapons, like balloon bombs and death rays; covert techniques like poisons and counterfeiting—and more insidious activities, like biological weapons. Stephen Mercado, the author of The Shadow Warriors of Nakano: A History of the Imperial Japanese Army’s Elite Intelligence School, has also written a dozen articles and several dozen book reviews on Asian and open-source intelligence. His writing has appeared in the journals Intelligence and National Security, International Journal of Intelligence and Counter Intelligence, Studies in Intelligence and on the website 38 North of the Henry L. Stimson Center. His translations include numerous declassified Chinese and Japanese diplomatic documents published as part of the Woodrow Wilson Center’s Cold War International History Project. The Barrack, 1572–1914: Chapters in the History of Emergency Architecture (Park Books, 2024) tells the little-known history of a building type that many people used to register as an alien interloper in conventionally built-up areas. The barrack is a mostly lightweight construction, a hybrid between shack, tent, and traditional building. It is a highly efficient structure that sometimes also proves to be extremely durable. Easy to erect and to take down, it is—after the introduction of railways and later motor vehicles in the late 19th and early 20th centuries—also easy to transplant from one location to another. Originating as a standardized accommodation in the late 16th century, the barrack became a mass-produced utility of military and civilian mobilization in the 19th century, providing immediate shelter for soldiers as well as for displaced persons, disaster victims, or prisoners. The barrack played a decisive role in shaping the political space of modernity. This interview was conducted by Matthew Wells, Senior Lecturer in Architectural Studies at the University of Manchester. His research explores nineteenth-century architecture, focusing on artistic techniques, technology, and political economy. What does it take to construct humanity's cultural history and what do these efforts produce in the world? In The Politics of World Heritage (Oxford UP, 2025), Elif Kalaycioglu analyzes UNESCO's flagship regime, which seeks to curate a cultural history of humanity, attached to "outstanding universal value" and tethered to goals of peace and solidarity. Kalaycioglu's analysis tracks that construction across fifty years of the regime and maps it onto three distinct visions: humanity as a rarified transhistorical subject, humanity as a diverse subject, and humanity as a subject that is adequately represented by the community of nation states. In each of these constructions, experts and states take up the cultural and historical resources that circulate within the regime to narrate a humanity into being, and position themselves as its adjudicators, contributors and custodians. Each construction comes with remainders, that is, parts of humanity excluded from this cultural history, and internal hierarchies between those at its center and others that remain on the margins.These hierarchies challenge the aspiration to peace and solidarity. While these aspirations have changed across the three iterations of humanity, across the different forms, the regime's structures and participants have been ill-equipped and hesitant to engage with the underbellies of humanity towards robust visions of peace and solidarity. In contrast to this general tendency, Kalaycioglu excavates from select nomination files nested constructions of humanity that hold onto the globality and unevenness of its political conditions and presents the possibility of robust visions of peace and solidarity, and humanity's different futures. For more than 60 years, the United States has trained fewer physicians than it needs, relying instead on the economically expedient option of soliciting immigrant physicians trained at the expense of other countries. The passage of the Hart–Celler Immigration and Nationality Act of 1965 expedited the entry of foreign medical graduates (FMGs) from postcolonial South Asia and sent them to provide care in shortage areas throughout the United States. Although this arrangement was conceived as temporary, over the decades it has become a permanent fixture of the medical system, with FMGs comprising at least a quarter of the physician labor force since the act became law. This cohort of practitioners has not been extensively studied, rendering the impacts of immigration and foreign policy on the everyday mechanics of US health care obscure. In The Care of Foreigners: How Immigrant Physicians Changed US Healthcare, Dr. Alam foregrounds global dynamics embedded in the medical system to ask how and why Asian physicians—and especially practitioners from South Asia—have become integral to US medical practice and ubiquitous in the US public imaginary. Drawing on transcripts of congressional hearings; medical, scientific, and social scientific literature; ethnographies; oral histories; and popular media, Dr. Alam explores the enduring consequences of postcolonial physician migration. Combining theoretical and methodological insights from a range of disciplines, this book analyzes both the care provided by immigrant physicians as well as the care extended to them as foreigners. Our guest is: Dr. Eram Alam, who specializes in the history of medicine, with a particular emphasis on globalization, race, migration, and health during the twentieth century. She is an assistant professor in the Department of the History of Science at Harvard University. She received her PhD in History and Sociology of Science from the University of Pennsylvania, and holds a BA and BS from Northwestern University and a MA from the University of Chicago. What does this new phenomenon reveal about the changing ways we seek and provide healthcare? In Crowded Out, Dr. Kenworthy examines how charitable crowdfunding so quickly overtook public life, where it is taking us, and who gets left behind by this new platformed economy.Although crowdfunding has become ubiquitous in our lives, it is often misunderstood: rather than a friendly free market “powered by the kindness” of strangers, crowdfunding is powerfully reinforcing inequalities and changing the way Americans think about and access healthcare. In Belfast, good fences can make for bad neighbors. David Cunningham ( Wash U. sociologist, author of There’s Something Happening Here and Klansville, U.S.A and frequent RTB visitor) joins John to speak about the Troubles and their aftermath with the brilliant Northern Irish novelist/essayist/memoirist Glenn Patterson. His fiction includes The International (1999) and Where Are We Now? but the conversation’s main focus is his two collections of short non-fiction, Lapsed Protestant (2006) and Here’s Me Here (2016). Glenn has lifetime of insights about the boundary markers and easy to miss shibboleths that define life in divided places--and in divided times. In Belfast, everyone learns to use words without being marked out: how do you avoid uttering "the one word that gets you killed"? But Troubles that go cold also have a way of heating up again, if we forget, as Glenn puts it, that you can choose who you are. China Mieville's brilliant novel The City and the City is, says Glenn, an allegory for places like Belfast itself, where you have to learn to “unsee” residents of "the other city" even in shared areas. That kind of unseeing, in fiction and in real life, leads to distorted mental maps. Glenn sees the so-called “softening” of the peace walls as among the most pernicious occurrences of the last 40 years, since softening coupled with notion that you simply belong to one of two "communities" is what makes real traffic, real conversation, harder to achieve. He and David agree that all over the world, in ways the echo Belfast although it is rarely spelled out, all sorts of invisible architectural extensions of the security and segregation apparatus hover unobtrusively. Glenn also riffs on the names people dream up for what might lie beyond a Belfast wall's other side, spinning off writer Colin Carberry's proposal: Narnia. Mentioned in the Episode “Love poetry: the RUC and Me” was Glenn's first nonfiction piece back inthe late 1980s. Robert McLiam Wilson: Glenn's friend and fellow Troubles novelist, whose work includes Ripley Bogle (1989). Eoin Macnamie's work includes Resurrection Man (1994). “The C-word” (2014) Glenn's wonderful essay on the trouble that starts when the word "community" gets subdivided into "communities." Padraic Fiacc, sometimes called ”the Poet oft he Troubles” finally has a blue historical marker. That makes Glenn ask why are there are so many "blue plaques" for combatants, so few for non-combatants? The interface zones and the strategic cul de sacs that continue to divide Belfast neighborhoods have been brilliantly detailed and studied by various historians; eg this tour by Neil Jarman, Glenn compares Civil Rights in Northern Ireland in the 1960s with the US Civil Rights movement and with Paris 1968; the 70’s bombing campaigns lines up with the actions of the Red Army Faction in Germany. Recallable Books Glennn says his inspiration to write on partition comes from reading Salman Rushdie’s Shame and Midnight’s Children. He also praises John Dos Passos USA trilogy. David interested in the long tail of a conflict and aingles out Glenn Patterson’s own novel, The Northern Bank Job as well as Eoin McNamee The Bureau.
