The UN and its Discreet Diplomacy in Peacemaking

The Shawnee leader Tecumseh came to prominence in a war against the United States waged from 1811 to 1815. In 1805, Tecumseh's younger brother Lalawethika (soon to be known as "the Prophet") had a vision for an Indian revitalization movement that would restore Native culture and resist American expansion. Tecumseh organized the growing support for this movement, which came from Indigenous peoples across the Old Northwest and parts of the Great Plains, into a loose but powerful military alliance. In late 1811, while Tecumseh was away on a recruiting mission in the South, General William Henry Harrison led an army to the center of Native resistance at Prophetstown in present-day Indiana. In the early morning hours of November 7, in what came to be known as the Battle of Tippecanoe, Harrison's men fought off an Indian attack, which marked the beginning of Tecumseh's War. Seven months later, when the United States declared war on Britain, thus initiating the War of 1812, the British and Tecumseh forged an alliance against the United States. Initially, the Anglo-Indian alliance enjoyed considerable success at Detroit, Chicago, Mackinac, and elsewhere, exposing much of the Old Northwest to border warfare, but the tide turned in 1813 when Harrison invaded Canada. On October 5 the American army defeated a much smaller Anglo-Indian force in the climactic Battle of the Thames. Tecumseh was killed in this battle, and although his confederacy disintegrated, British support ensured that the Indian war would continue for another two years with the Sauk chief Black Hawk now providing the inspiration and leadership. Tecumseh's War ended only in late 1815 after the British made peace with the United States and abandoned their native allies. Tecumseh's War: The Epic Conflict for the Heart of America (Westholme, 2023) is the first complete story of this major conflict. Distinguished historian Donald R. The South China enclave of Macau was the first and last European colonial settlement in East Asia and a territory at the crossroads of different empires. In Neutrality and Collaboration in South China: Macau during the Second World War (Cambridge UP, 2023), Helena F. S. Lopes analyses the layers of collaboration that developed from neutrality in Macau during the Second World War.  Exploring the intersections of local, regional and global dynamics, she unpacks the connections between a plurality of actors with competing and collaborative interests, including Chinese Nationalists, Communists and collaborators with Japan, Portuguese colonial authorities and British and Japanese representatives. Lopes argues that neutrality eased the movement of refugees of different nationalities who sought shelter in Macau during the war and that it helped to guarantee the maintenance of two remnants of European colonialism - Macau and Hong Kong. Drawing on extensive research from multilingual archival material from Asia, Europe, Australasia and America, this book brings to light the multiple global connections framing the experiences of neutrality and collaboration in the Portuguese-administered enclave of Macau. The Tormented Alliance: American Servicemen and the Occupation of China, 1941–1949 (UNC Press, 2022) explores the wartime partnership between China and the United States from the ground up. Beginning in 1941, and especially after Pearl Harbor, both sides had high hopes for wartime cooperation against Japan. But as The Tormented Alliance shows, ‘a military alliance with the United States means a military occupation by the United States.’ This occupation was underpinned by inequalities of race, gender, nation, wealth, and power which strained relations between China and the United States during both the Second World War and the ensuing Chinese Civil War. The tens of thousands of US military personnel in China transformed themselves into a widely loathed occupation force: an aggressive, resentful, emasculating source of physical danger and compromised sovereignty. Following multiple archival trails, Fredman finds how negative on-the-ground interactions between US servicemen and all kinds of Chinese people – civilian and military – turned Sino-American cooperation into a ‘tormented alliance’ and helped unravel it from below. This groundbreaking study is highly recommended for anyone interested in twentieth-century China, US foreign relations, and the history of war. This week on International Horizons, RBI Director John Torpey interviews Bertrand Ramcharan, former top UN diplomat and author of the recent book, The UN Security Council and Its Protective Function (Melrose Legal Publishers, 2024). Ramcharan describes the many instances in which the UN Secretaries-General worked discreetly to secure peace agreements in conflicts such as the Iran-Iraq war, the Cuban missile crisis, and the Russia-Georgia territorial dispute. He argues that these mediations followed three specific strategies: discreet diplomacy, patience, and waiting for the ripeness of conflicts, through which Secretaries-General have deployed their good offices. Ramcharan also proposes using previously successful approaches to address the current conflicts in Middle East, Ukraine, and Sudan, which involve working with Great Powers instead of lecturing them and appointing envoys whose prestige may enhance the credibility of the UN and facilitate conflict resolution. Writing in the 1920s, Winston Churchill argued that the First World War on the Eastern Front was "incomparably the greatest war in history. In its scale, in its slaughter, in the exertions of the combatants, in its military kaleidoscope, it far surpasses by magnitude and intensity all similar human episodes." It was, he concluded, "the most frightful misfortune" to fall upon mankind "since the collapse of the Roman Empire before the Barbarians." Yet Churchill was an exception, and the war in the east has long been seen as a sideshow to the brutal combat on the Western Front. Finally, with The Eastern Front: A History of the Great War, 1914-1918 (Norton, 2024)--the first major history of that arena in fifty years--the acclaimed historian Nick Lloyd corrects the record. Drawing on the latest scholarship as well as eyewitness reports, diary entries, and memoirs, Lloyd moves from the great battles of 1914 to the final collapse of the Central Powers in 1918, showing how a local struggle between Austria-Hungary and Serbia spiraled into a massive conflagration that pulled in Germany, Russia, Italy, Romania, and Bulgaria. The Eastern Front was a vast theater of war that brought about the collapse of three empires and produced almost endless suffering. As many as sixteen million soldiers and two million civilians were killed or wounded in enormous battles that took place across as much as one hundred kilometers. Unlike in the west, where stalemate ruled the day, the war in the east was fluid, with armies embarking on penetrating advances. Lloyd narrates the repeated invasions of Serbia as well as the great battles between Russian, German, and Austrian forces at Tannenberg, Komarów, Gorlice-Tarnów, and the Masurian Lakes. All along, he takes us into the strategy of the generals who decided the war's course, from the Germans Ludendorff and Hindenburg to the Austro-Hungarian chief, Conrad von Hötzendorf, to the brilliant Russian Brusilov. Perhaps the most radical aspect of the struggle in the east was that the violence was not confined to combatants. The Eastern Front witnessed calculated attacks against civilians that ripped the ethnic and religious fabric of numerous societies, paving the way for the horrors of the Holocaust. Lloyd's magisterial, definitive account of the war in the east will fundamentally alter our understanding of the cataclysmic events that reshaped Europe and the world. When scholars and policymakers consider how technological advances affect the rise and fall of great powers, they draw on theories that center the moment of innovation—the eureka moment that sparks astonishing technological feats. In Technology and the Rise of Great Powers: How Diffusion Shapes Economic Competition (Princeton UP, 2024), Jeffrey Ding offers a different explanation of how technological revolutions affect competition among great powers. Rather than focusing on which state first introduced major innovations, he investigates why some states were more successful than others at adapting and embracing new technologies at scale. Drawing on historical case studies of past industrial revolutions as well as statistical analysis, Ding develops a theory that emphasizes institutional adaptations oriented around diffusing technological advances throughout the entire economy. Examining Britain’s rise to preeminence in the First Industrial Revolution, America and Germany’s overtaking of Britain in the Second Industrial Revolution, and Japan’s challenge to America’s technological dominance in the Third Industrial Revolution (also known as the “information revolution”), Ding illuminates the pathway by which these technological revolutions influenced the global distribution of power and explores the generalizability of his theory beyond the given set of great powers. His findings bear directly on current concerns about how emerging technologies such as AI could influence the US-China power balance. There was nothing inevitable or natural about the rise of US finance capitalism in the early twentieth century.  In Dollars and Dominion: US Bankers and the Making of a Superpower, Mary Bridges shows how US foreign banking began as a side hustle of Gilded Age tycoons and evolved into a more staid, bureaucratized network for bolstering US influence overseas. The early waves of US bankers built a network of international branch banks that relied on the power of the US government, copied the example of British foreign bankers, and built new alliances with local elites.   Overseas bank branches provided sites for experimentation in how to fuse US political will with local innovations and on-the-ground improvisation. In the process, branch bankers constructed a flexible and durable new infrastructure that supported the growth of US power abroad.  Using details from ledger entries and other sources, Bridges shows how these branch bankers divided their local communities into groups of “us” and "them," either as potential clients or local populations. In doing so, they constructed a new architecture of US trade finance that relied on long-standing inequalities and hierarchies of privilege. Thus, ideas developed by wealthy white men became part of the enduring fabric of financial infrastructure.
