
In an effort to build up the population in Canada in the late 1700’s, the Canadian government allowed white folks from all over to bring their ‘property’ into Canada, and do what they pleased with it. This included stolen, enslaved Africans. Chloe Cooley was one of the first recorded women in Canadian history to publicly oppose, and resist her enslaver. The Canadian government acted appalled at Adam Vrooman’s public abuse of his ‘property’, and so they were quite literally shamed into ending the practice of enslavement, but they did so in a way that protected the rights of the enslavers and reminded stolen Africans that their lives were meaningless if not owned by a white British loyalist.
