The Senate returned to Washington today with no end to the government shutdown in sight. Meanwhile, the effects are piling up, and food assistance for more than 40 million low-income Americans is at risk. Major airports are seeing more flight delays because of the growing air traffic controller shortage, and the largest federal workers union is urging Congress to pass a “clean” funding bill.
