In 1950, the U.S. military secretly released bacteria over San Francisco to study how a biological attack might spread through a major American city. Known as Operation Sea-Spray, the test exposed hundreds of thousands of civilians without their knowledge and became part of a larger Cold War pattern of covert experimentation, from subway dispersion tests to other secret research programs.
