The provision authorizes joint operations in AI target processing, autonomous systems, quantum computing, missile defense and real-time data fusion.  The bill has now triggered severe deadlock. House leadership blocked a bipartisan amendment by Representatives Ro Khanna and Thomas Massie to strip the measure.
