Democracy scholars often assume that ethnic homogeneity is good for democracy. Politically mobilised ethnic minorities, the assumption goes, stoke divisions and can destabilise democracy. In his latest book Ethnic Minorities, Political Competition, and Democracy: Circumstantial Liberals (Oxford UP 2024), Jan Rovny turns this assumption on its head and argues that not only minorities are not bad for democracy but in fact they can help strengthen and protect it. In this episode, he talks with host Licia Cianetti about why this is the case, under what circumstances, and how the book’s lessons from minorities in Central and Eastern Europe can travel well beyond the region and might even provide insights to interpret recent voting patterns in the US. One of the most widely held views of democratic leaders is that they are cautious about using military force because voters can hold them accountable, ultimately making democracies more peaceful. How, then, are leaders able to wage war in the face of popular opposition, or end conflicts when the public still supports them? The Insiders’ Game (Princeton University Press, 2024) sheds light on this enduring puzzle, arguing that the primary constraints on decisions about war and peace come from elites, not the public.Elizabeth Saunders focuses on three groups of elites—presidential advisers, legislators, and military officials—to show how the dynamics of this insiders’ game are key to understanding the use of force in American foreign policy. She explores how elite preferences differ from those of ordinary voters and how leaders must bargain with elites to secure their support for war. Saunders provides insights into why leaders start and prolong conflicts the public does not want but also demonstrates how elites can force leaders to change course and end wars.Tracing presidential decisions about the use of force from the Cold War through the wars in Iraq and Afghanistan, Saunders reveals how the elite politics of war are a central feature of democracy. The Insiders’ Game shifts the focus of democratic accountability from the voting booth to the halls of power. In America's Cold Warrior, James Graham Wilson traces Paul Nitze's career path in national security after World War II, a time when many of his mentors and peers returned to civilian life. Serving in eight presidential administrations, Nitze commanded White House attention even when he was out of government, especially with his withering criticism of Jimmy Carter during Carter's presidency. While Nitze is perhaps best known for leading the formulation of NSC-68, which Harry Truman signed in 1950, Wilson contends that Nitze's most significant contribution to American peace and security came in the painstaking work done in the 1980s to negotiate successful treaties with the Soviets to reduce nuclear weapons while simultaneously deflecting skeptics surrounding Ronald Reagan. America's Cold Warrior connects Nitze's career and concerns about strategic vulnerability to the post-9/11 era and the challenges of the 2020s, where the United States finds itself locked in geopolitical competition with the People's Republic of China and Russia. Short Bio: James Graham Wilson is a Supervisory Historian in the Office of the Historian at the Department of State. He has compiled 11 volumes in the Foreign Relations of the United States series, including the sequence of National Security Policy volumes covering 1977–1992. He is the author of America’s Cold Warrior: Paul Nitze and National Security from Roosevelt to Reagan (Cornell Press, 2024) and The Triumph of Improvisation: Gorbachev’s Adaptability, Reagan’s Engagement, and the End of the Cold War (Cornell Press, 2014). The Collective Dream: Egyptians Longing For A Better Life (Palgrave Macmillan, 2023) links two seminal moments in Egypt’s history – the Revolution of 25th January 2011 and the presidency of Gamal Abdel Nasser – through various cultural manifestations. It conceives the concept of “collective dreaming” to map out the subliminal feeling that runs deep through experiences of socially transformative moments. Sarah Nagaty has extensively studied the structure of feelings that encompasses the experiences not only of activist minorities but the broader mass of revolutionary movements. In certain historical moments, hopes and aspirations bind together millions of people from all walks of life: students, workers, farmers, and middle-class professionals. Nagaty calls this phenomenon the “collective dream”, something which has been carried through generations of Egyptians. In this episode, Ibrahim Fawzy sat down with Sarah Nagaty to discuss the conceptual roots of the collective dream and the overlooked histories of Nubian displacement during the construction of the High Dam. They also explored how thinkers like Raymond Williams and Lauren Berlant shaped Nagaty’s method of reading revolutionary time and cultural memory, as well as how vernacular poetry, reportage, and graffiti served as vital archival traces of collective feeling. This podcast episode is hosted by Toomas Hanso International Centre for Defence and Security (ICDS) who is talking to Urmas Hõbepappel. Urmas is an analyst at the University of Tartu Asia Centre and a researcher at the ICDS. His academic work deals with political psychology, collective identity, and history narratives in China, but this episode focuses on his upcoming article on the psychological function of coping in Chinese Communist Party’s (CCP) efforts to legitimise its rule. Starting from the very general question of what the century of humiliation is, who are the main historical culprits in humiliating China, and to what extent is Russia different from other colonial powers, we delve into more specific aspects of humiliation as a psychological phenomenon. Hõbepappel explains why we must pay attention to the psychological aspect of coping to understand how humiliation legitimises CCP’s hold on power - by reminding its people of past humiliation(s), the CCP effectively generates unease and anxiety among its populace that needs to be mitigated to have a normal life. The CCP has so far been able to administer just the right amount of poison (the national humiliation narrative) not to kill the patient and provided just the right amount of medicine (politically correct coping mechanisms) to keep its hold on power stable. In addition, as Hõbepappel argues, the psychology of humiliation in China is understudied and surrounded by several misconceptions. For example, in the study of Chinese nationalism, humiliation is often equated to other affective states like shame, anger, sense of inferiority and insecurity. While these emotions are indeed often associated with the nationalist sentiments in China, they are psychologically distinct and should also be analysed as such. Learn more about your ad choices. In this episode Licia Cianetti talks to Johannes Gerschewski about his book The Two Logics of Autocratic Rule (Cambridge UP, 2023). We discuss how autocrats try to either hyper-politicise or de-politicise their rule in order to stay in power, whether the word “fascist” is useful today, and what the two logics identified in the book might tell us about politics in contemporary autocratising democracies.
