IC wanted crew to be prepared to overhaul ops.
Crew was hit by ladder stream while staging on C side.
Crew was met by neighbor asked if occupant had gotten out. More information that he slept in basement. IC said no search had been done in basement yet.
Crew assigned search and defensive ops suspended.
Zero Viz in basement, some fire on first floor and roof coming in.
No radio communication with anyone else on scene or dispatch (different radio systems)
Narrow stairway and steep steps, 3-4” water in basement.
Split search-Voice contact
Victim in blanket on couch (appeared to be sheltering in place).
Webbing first attempt unsuccessful-went to dirty drag.
180-200 lbs
Narrow stairs-top guy bear hug and low guys pushed him up
Passed off victim-one round of CPR and pulse returned.
