The South Korean government and the Bank of Korea plan to revise the Foreign Exchange Transactions Act this year to regulate stablecoins as payment instruments. The bill, to be jointly prepared within this year, comes with a monitoring framework for virtual assets. The Bank of Korea says mixers and unhosted wallets increase anonymity and make illicit activities easier to carry out. The broader Digital Asset Basic Act, covering exchange licensing and stablecoin issuance, is nearing completion according to the Financial Services Commission chairman.

This story was originally published on HackerNoon at: https://hackernoon.com/how-bosnias-acx-crypto-exchange-went-from-big-promises-to-a-regulatory-ban. Ex-police cadet Branko Petrović trapped customer funds in ACX, lost his crypto license, dodged courts, and still walks free in Banja Luka. Branko Petrović went from being a top graduate of Bosnia’s Police Academy to running ACX, a crypto exchange that left customers unable to access their money while its founder kept making excuses and promoting himself as a cybersecurity expert. ACX, operated by Banja Luka-based Adria Technology, built its reputation on big promises, including a reported BAM 6.3 million investment from US tech company Modulus, institutional-grade security, and ambitions to dominate the regional crypto market. But behind the marketing, the company’s finances were falling apart. Starting in December 2025, customers began struggling to withdraw their funds. By January 15, 2026, users were locked out of the platform. Some had relatively small savings trapped, while businesses faced much larger losses. Instead of providing clear answers and returning the money, ACX blamed technical migrations, lost access to its technology partner, and problems with its custody infrastructure. Customers reported unanswered messages, failed withdrawals, and promises that never materialized. The situation got even worse when authorities froze the company’s bank accounts over an unpaid tax debt of roughly BAM 3,783. Petrović had previously bragged about multimillion-mark investments, yet the company barely reduced that tax debt over the following months. Meanwhile, one corporate customer, Rocket Science, took Adria Technology to court over approximately BAM 35,000. In June 2026, the court ordered the company to pay the equivalent of USD 26,000, plus interest and legal costs. But attempts to serve the judgment repeatedly failed. Regulators eventually found serious compliance problems, including failures to cooperate with inspectors, provide documentation, grant access to the trading platform, and meet anti-money-laundering requirements. On August 14, 2026, the Securities Commission of Republika Srpska removed Adria Technology from its virtual-currency register for one year, making it illegal for the company to continue operating ACX. Even after the shutdown, Petrović claimed that 821 of 902 users had been repaid and promised to settle the remaining claims by October 1. According to the article, customers were still reporting missing funds after that deadline. The most disturbing part is that Petrović continued appearing in the media as a cybersecurity expert while criminal investigations were underway. Police submitted reports to prosecutors, and three separate reports had reportedly resulted in investigative files. However, no criminal conviction is established in the article.

EIP-7702 lets regular Ethereum wallets execute smart contract code without moving funds to a new address, enabling features such as transaction batching and sponsored fees. But unlike a token approval, a delegation can grant a contract control over the logic of an entire account. Following the October 2026 Binance hot wallet drain, this guide explains how EIP-7702 works, why valid signatures matter, and how to check and revoke unfamiliar delegations through Etherscan and your wallet. No flaw in the Ethereum feature itself had been reported as of October 30, 2026.

Bitcoin's value is not solely determined by its price, but rather by its scarcity, predictability of issuance, decentralization, and infrastructure, which make it a reliable store of value. The price of Bitcoin is influenced by various factors, including monetary conditions, regulatory developments, and trading activity.

This story was originally published on HackerNoon at: https://hackernoon.com/why-irreversible-crypto-transactions-are-holding-back-web3-adoption. Broadcasting a self-custodial cryptocurrency transaction often feels more like bomb disposal than retail finance. While the crypto industry celebrates instant, irreversible finality as its greatest triumph against censorship, 25 years of experience in commercial banking operations reveals a hard truth: unmediated finality at the user interface layer is a catastrophic user experience failure. Human beings are cognitively wired to make transcription errors, click the wrong button when fatigued, and fall for social engineering when rushed. Until Web3 separates base-layer consensus immutability from application-layer error forgiveness, everyday retail adoption will remain out of reach. In traditional banking, payment delays are not merely a scheme for institutions to earn overnight interest on the float. Networks like ACH and SEPA intentionally separate clearing (instruction validation, velocity screening, and reconciliation) from final settlement (reserve movement across central bank RTGS ledgers like Fedwire or T2). This intentional latency creates an operational safety net. Under Nacha rules, originating banks have a five-banking-day window to issue an ACH Reversal for duplicate batches, wrong USD amounts, or unintended recipients, alongside R06 return requests and R17 questionable-entry holds. Public blockchains compress clearing and settlement into a single atomic block commitment, eliminating the back-office safety net entirely. Furthermore, legacy finance protects users before broadcast through the ISO 13616 IBAN standard and the ISO 7064 (MOD 97-10) check-digit algorithm, which catches 99.88 percent of single-character typos and transpositions client-side while binding every account to a verified bank routing prefix. By contrast, Ethereum treats every possible 20-byte hexadecimal coordinate as a valid destination, and the EIP-55 mixed-case checksum fails to prevent address poisoning, clipboard hijackers, or cross-chain routing errors. Even after an RTGS wire settles, banks rely on ISO 20022 exception messaging (camt.056 payment cancellation requests and pacs.004 payment returns), interbank ring-fencing, and unjust enrichment laws to recover mistaken transfers, whereas the Ethereum Virtual Machine has no opcode capable of reversing a finalized state root. Fortunately, Web3 can build a trustless "Undo" button without reintroducing custodial middlemen. While post-settlement reversible token standards like ERC-20R break DeFi composability and token fungibility, pre-settlement architectures solve the problem cleanly. By combining ERC-4337 Account Abstraction, role-based timelock controllers (PROPOSER_ROLE, CANCELLER_ROLE, and EXECUTOR_ROLE), and Delayed Payment Escrow smart contracts with a 30-minute challenge window, wallets can keep base-layer blockchains strictly immutable while giving everyday humans the grace period they need to transact without fear.
